    You must sign a declaration of support for the Free Democratic Basic Order of the German constitution.

2. What Differs by Federal State?

While the law is the same nationwide, the process is handled by the local Einbürgerungsbehörde (Naturalization Authority). This is where differences appear:

Responsible Authority

  • In some states (like Hesse or NRW), it’s handled by the local City Hall (Rathaus).
  • In others (like Berlin), it is centralized at the State Office for Immigration (LEA).

Application Method

  • Many states now offer online applications (e.g. Bavaria, Berlin, Hamburg).
  • Others still require paper-based forms.

Processing Times

This is the biggest difference:

  • Hamburg: ~6–12 months
  • Leipzig (Saxony) or parts of Berlin: often 18–24 months due to backlogs

To find your specific office, search for your state’s Naturalization portal. Some quick notes:

  • Baden-Württemberg
    Processed via District Offices (Landratsamt).

  • Bavaria
    Known for strict adherence to the Financial Independence rule.

  • Berlin
    Entirely centralized online as of 2024; look for the Landesamt für Einwanderung.

  • Bremen & Hamburg
    City states usually have streamlined digital portals.

  • NRW
    Responsibility lies with your local city (Stadtverwaltung).
    Some smaller cities share centralized offices—always confirm with your local authority.

4. Citizenship vs. Permanent Residency

If you aren’t ready for citizenship yet, you might apply for a Settlement Permit (Niederlassungserlaubnis).

  • Permanent Residency

    • Requires 5 years of residency
    • 60 months of pension contributions
    • Reduced for Blue Card holders to 21 or 27 months

  • Citizenship

    • Gives you a passport and the right to vote
    • Permanent residency only grants the right to stay indefinitely
